The city says it is not legal to be homeless within its borders and that everyone should have a home at some point during the year. However, there are many factors beyond the city's control that can cause people to become homeless, such as unemployment, illness, violence, and more.
There are several programs available to help individuals find housing including Section 8, which the government provides funds for; HUD Homes, which are owned by the federal government but are administered by various agencies including VDACS and USHAP, both of which offer counseling services to help people understand their options and apply for housing; and VA Homes, which are owned by the federal government but are offered for rent to eligible veterans and members of their families.
In addition, there are several shelters open throughout the year where individuals can stay while looking for an apartment or house.
