Tolls Paid by Mail Your toll charge will be mailed to the registered vehicle owner. This bill can be paid by mail, phone, or in person using a check, credit card, bank account, or cash. For further information, go to the Tolls by Mail website or contact 1-844-826-8400. Navigate to the Tolls by Mail website. Click on the Pay By Phone link. Select the New York State Thruway from the drop-down menu. Enter your license plate number and call back number. Select an option and follow the instructions.
Tolls Paid at Self-Service Terminals At most times of year, you can use your E-ZPass transponder to enter some Pennsylvania bridges and tunnels. But if you're entering after January 1 or before May 15, you have to pay the toll manually. To do so, insert a credit card into the terminal's payment slot. The amount of the toll is printed on the card itself. If you don't have enough credit on file with the state agency that administers E-ZPass, you'll be prompted to fill out an application. Once your application is processed, you'll be notified when it's approved. You can then add money to your account online or by calling 877-PA-PASS.
In addition, motorists without E-ZPass coverage who enter certain New Jersey bridges after March 1 or before October 1 must also pay the toll manually.

Also worth mentioning is that some states allow drivers without automatic transmission to use manual scales instead. These are usually located at major interstates or high-traffic areas where a driver must physically monitor their vehicle's speedometer to pay the toll.
