One commercial route at a time Each city that has a commercial center or a harbor (or, starting with Rise and Fall, a market or a lighthouse) improves a civilization's trading capacity by one. These benefits do not stack; a city that has both a commercial hub/market and a harbor/lighthouse adds only one trading capacity, not two. However, if you have multiple civilizations that each have a commercial center, they will all improve their trading capacity by one for each city they possess.
